The power point presentations will be used by instructors in the academy, and are deigned to give the academy’s teaching materials a uniform look and consistent messages.
The new academy is not a school in the traditional sense, but a process of training using interactive video. Through the videos, information security officers in locations throughout the nation will be trained in the latest advances in security procedures.

Woodward To Design Assessment Of Highway Research Laboratories

Washington, DCThe Turner-Fairbank Highway Research Center in McLean, VA has hired Woodward to design an assessment to determine future uses of the facility’s laboratories.
Turner-Fairbank provides the Federal Highway Administration and the international highway community with advanced research and development related to new highway technologies. The research focuses on providing solutions to complex technical problems through the development of more economical, environmentally sensitive designs; more efficient, quality controlled constructions practices; and more durable materials.
The research is done in 24 laboratories at Turner-Fairbank. The laboratories were built to support the construction of the interstate highway system. Now that the system has been built, and highway engineers focus on maintaining the system, the future needs for the laboratories must be determined. Some laboratories may no longer be needed, while different types of laboratories may be needed to meet current and future research needs.
Woodward will produce a 20-page report recommending the process for evaluating the laboratories.
This report will be written after consultations with key Turner-Fairbank personnel, to understand better their needs and goals.

Woodward Develops Style Guide For Veterans Affairs Office

Washington, DCThe Department of Veterans Affairs has hired Woodward to develop a logo style guide for its National IT Training Academy.
Large organizations often ask for logo style guides when they expect multiple uses for a logo. These guides help users understand how to use a logo in different ways and places.
The style guide under development by Woodward specifies ideal logo sizes in different applications, permissible colors, and proper spacing of other elements around the logo.
Woodward has extensive experience developing logos, as part of branding organizations and programs. However, once a logo is completed for the customer, many questions often arise from different employees when they go to use it. The style guide is a reference tool that stays with the organization to help answer these questions as they come up.

Woodward Producing New Digest On Transit Funding Program

Washington, DCThe Transportation Research Board has hired Woodward to produce its newest Legal Research Digest: "Legal Handbook for the New Starts Process."
This digest provides information on the “New Starts” program, which began in the 1970s as part of an effort to provide federal funding for public transportation, including major capital investments in fixed guideway public transit systems. Now administered by the Federal Transit Administration, the program has grown significantly over the years in terms of funding and complexity.
The digest looks at the history of the program, the project evaluation and rating process, and different project phases, such as preliminary engineering and final design. Also covered is the new "Small Starts" program, which was created under SAFETEA-LU for projects with a federal share of less than $75 million and an overall project cost of no more than $250 million.
The handbook is designed for transit attorneys and managers, legislators, civic leaders, and other transit supporters.
The Legal Research Digests are distributed to transportation agencies, law firms, law libraries, and universities, among others.

Woodward Hired To Publish Findings Of Exploratory Advanced Research Program

Through this project, Woodward will write approximately 40 documents describing projects awarded under EARP. Woodward will produce the documents by reviewing the statement of work for each project, and interviewing the technical experts in each project. In addition, Woodward will write and develop articles and brochures describing the program and projects awarded under EARP.
EARP is a research program mandated by Congress, with a focus on anticipating future transportation needs. The following are primary areas of emphasis under the program:

Woodward Producing Publication On Airport Governance

The publication is part of the Legal Research Digest series, prepared under the Airport Cooperative Research Program, which is sponsored by the Federal Aviation System.
The digest looks at the legal principles affecting airport governance and the advantages and disadvantages of various governance structures for airports, including city-owned, State-owned, regional/airport authority, single-county, and multiple jurisdiction ownership.
The digest analyzes numerous projects where airports were transferred from one form of governance to another and determines the legal problems encountered during these transfers. Also discussed are new efforts to privatize airports, including the new Branson Airport in Missouri, which is a privately-financed and operated facility that opened in May, 2009.
This digest is designed for airport managers, airport authority board members, city or county administrators, legislators, attorneys, and other airport officials.

Woodward Offering Social Media Techniques To Help Clients Engage Audiences

Washington, DCTo keep clients current with the most effective ways to communicate, Woodward is adding new social media techniques to its menu of services.
“The term 'social media' has come into wider use in the past year, and involves many applications of the Internet,” John Boffa, president of Woodward Communications, said. “As more people search for information on the Internet, we want to be sure our clients will be found there.”
Some of the new applications Woodward is offering include RSS Feeds, YouTube, Twitter (a great way to broadcast information concisely), online discussion forums, and blogs.

Woodward Producing New Brochures On Transportation Asset Management

Washington, DCThe Federal Highway Administration (FHWA) Office of Infrastructure has hired Woodward to produce two new brochures outlining elements of asset management in transportation.
Asset management is a business process and a decision-making framework that covers an extended time horizon, draws from economics as well as engineering, and considers a broad range of assets. The asset management approach incorporates the economic assessment of trade-offs among alternative investment options and uses this information to help make cost-effective investment decisions.
The first brochure will explore multi-sector asset management. Multi-sector asset management offers established approaches for communities; in systems monitoring capabilities, information handling, and advanced decision support systems that can function across service sectors (e.g., water, wastewater, highways, airports, mass transit).
The second brochure will explore asset management managerial techniques.
Woodward will write, edit, and design both documents, which will be available this summer.

Woodward Producing New Study On Eminent Domain Laws

Washington, DCWoodward is producing the latest volume of Selected Studies in Transportation Law for the Transportation Research Board (TRB). The volume is titled, “Eminent Domain.”
The publication looks at the use of eminent domain by state and local governments, and transit and transportation agencies. The volume covers such topics as the historical evolution of the power of eminent domain, the Constitutional requirement of compensation for the exercise of eminent domain, whether regulatory actions are compensable as takings, just compensation and valuation, regulatory takings, and trial strategy and techniques.
This volume will be published both in print, and on a compact disc.

The contract is through Furgo Consultants, Inc., one of the world’s largest geotechnical engineering firms. Through the contract, Furgo will provide applied research, testing, developmental work and analysis services.
Woodward will write technical articles or papers suitable for scientific publications, conference proceedings, peer-reviewed journals, newsletters, case studies, briefing papers and brochures related to the research undertaken by Fugro.
In addition, Woodward will develop professional presentations for use at seminars, conferences and workshops.

Woodward Predicts 2009 Will Be Highly Active Year in Transportation

Washington, DCThe staff of Woodward Communications, with decades of combined experience in transportation, predicts 2009 will be a year of high activity and multiple, large undertakings to solve wide-ranging challenges in transportation in the United States.
“For many years, the transportation system in America has been underfunded, and in many areas has deteriorated significantly,” John Boffa, president of Woodward Communications, said. “This problem of underfunding, combined with the value of transportation spending in creating good-paying jobs in a recession, means a highly active year for transportation projects on all levels.”
The following developments can be expected:
- An increase in the federal gasoline tax. The tax, currently at 18.4 cents per gallon, has not been increased since 1993. Inflation has seriously eroded the value of the tax. Last year, the National Surface Transportation Policy and Revenue Study Commission recommended increasing the tax from 20 to 40 cents a gallon. Look for the tax to increase by at least 10 cents a gallon in 2009.
- Transportation projects will be used to help spur economic growth. With unemployment hovering near 7 percent, transportation projects will be a significant source of job creation. It is estimated that for every $1 billion spent on transportation projects, 30,000 new, good-paying jobs are created.
- Transportation spending will favor all modes. In many parts of the country, there is no more land to build more lanes of highways. Look for rail projects to be used increasingly to solve congestion problems in major metropolitan areas across the country.
- Congestion reduction projects will gain renewed emphasis. Although the slow economy of 2008 saw some reduction in highway congestion in the United States, the problem of congestion is as inevitable as the ongoing increase in the nation's population. Watch for more creative solutions to congestion to emerge, like congestion pricing, which prices highway travel consistent with traffic volume. The new Office of Innovative Program Delivery in the Federal Highway Administration will be an originator of many of these initiatives.

The digest, titled "Major Legal Issues for Highway Public-Private Partnerships," is a compilation of legal issues surrounding these partnerships.
The digest explores legal issues involving the privatization of toll roads. It also examines legal issues involving projects using innovative contracting techniques to save money, and speed the completion of construction projects.
An example of an innovative contracting technique is the design-build contract used for the Port of Miami tunnel project. In this project, the contractor not only built, but also operated and maintained the tunnel.
Woodward will edit and format the digest, which is distributed to law firms, law school libraries and transportation professionals around the country.

Woodward Retained To Support Lab Assessment Program in 2009

Washington, DCThe Turner-Fairbank Highway Research Center (TFHRC) has retained Woodward to provide a wide range of services to support its ongoing lab assessment program in 2009.
The award represents a continuation of work Woodward has done for the lab assessment program over the past five years.
The TFHRC Office of Program Development and Evaluation manages the lab assessment program. Laboratory researchers test materials and methods of construction used in highways and bridges across the country through on-site simulations. Independent expert/peer review panels carry out assessments of the laboratory work on a periodic cycle.
The reviewers evaluate the relevance, quality, and performance of research at TFHRC; submit a written report of observations and recommendations; and meet with lab and program management to convey their findings. Modeled after similar programs at the National Institute of Standards and Technology and the Army Research Labs, RD&T's assessment program also incorporates elements of the State department of transportation (DOT) research peer exchange process.
The lab assessment program will utilize the full range of Woodward’s expertise: meeting and conference logistical services, panel facilitation, and editorial services.

Woodward Introduces High-Level Encryption To Protect All Customers’ Data

Washington, DCWoodward has added new disk encryption software to protect its off-site backups, providing the highest level of security in the company's history for our customers' data.
Using this disk encryption software, we encrypt all our data twice using two different, industry-standard encryption algorithms and unbreakable passwords.
Any encryption process is only as strong as the password which unlocks it. We now use extra-long passwords made up of more than 30 characters each, containing upper and lower case text, numbers and symbols. Practically speaking, random passwords of this length are unbreakable. As an extra layer of protection, we change our passwords on a frequent basis, and store the passwords themselves in encrypted form.
Woodward has always maintained off-site backups. With our new encryption process, if any of our off-site backups is lost or stolen, whoever looks at the drive will only see random, garbled, useless characters, and our clients’ sensitive and valuable data will remain completely secret and safe.

The laboratory assessment involves bringing in a panel of experts who will meet from June 16 to 19 to survey the performance of the Human Centered Systems Laboratories.
Woodward will prepare a briefing booklet for all panelists, provide an on-site facilitator who will manage the deliberations, and will provide travel and lodging support.
The Human Centered Systems Laboratories support the testing of driver performance through a wide range of testing facilities. These laboratories perform ongoing research into a variety of geometric, traffic control device, and operational issues, as well as the effects of these elements on drivers and pedestrians.
The purpose of the research is the continued improvement of highway safety.

Washington, DCWoodward is managing a series of meetings, called The Asset Management Conference, in different parts of the country this year. Attendees, who work in transportation agencies at the federal and state levels, are exploring the latest trends in transportation asset management.
Asset management is a process an increasing number of transportation leaders are taking seriously.
It is a systematic process of maintaining, upgrading, and operating physical assets, such as roadways and bridges, in a cost-effective way. Many private-sector companies have turned to asset management to ensure that their profits aren’t jeopardized by the high cost of maintaining their facilities. Public-sector officials are looking to the concept as a way of keeping a closer watch on taxpayer dollars.
The meetings which make up the conference are scheduled for Boston, Rapid City, South Dakota; Las Vegas and Albuquerque.

Washington, DCThe Federal Highway Administration’s (FHWA) Office of Asset Management has hired Woodward to produce the first full-color brochure on the application of asset management principles to earth retaining structures.
The brochure, called “Earth Retaining Structures and Asset Management,” will be distributed to transportation agency heads, chief engineers and chiefs of maintenance.
The brochure will highlight how agencies can use asset management tools and techniques to inventory, evaluate, and manage their networks of earth retaining structures, which includes structures like retaining walls. Asset management tools accelerate construction, reduce costs, and enable the use of complex geometric designs.
Earth retaining structures need to be included in an asset management program to ensure optimal use of limited available funding.
The City of Cincinnati, for example, uses a retaining wall inventory and inspection system modeled after its bridge inventory system. The system allows the city to maintain a prioritized list of repairs and replacements based on regular inspections. The brochure will also include a case study on the National Park Service’s new earth retaining wall asset management program.
Woodward will be handling all of the writing, editing and layout of the brochure.

The survey, conducted this February, asked customers to rate Woodward in six areas of performance: "level of professionalism," "level of experience," "level of expertise," "quality of work," "responsiveness," and "fairness of price."
Customers were asked to rate Woodward using five scores ranging from poor to outstanding.
In all areas of performance, average customer ratings fell in the "above average" to "outstanding" range. No customer rated Woodward’s service as "poor" in any category of performance.

compares the traffic impacts for various work zone mitigation strategies and estimates the costs, traffic delays, and potential backups associated with these impacts. Costs and delays can be estimated for both an average day of work and for the entire life cycle of construction. Agencies and contractors can then use this data as they make project planning and work zone phasing decisions. The software can help agencies improve their overall work zone safety and meet the impact analysis requirements of the 2004 Rule on Work Zone Safety and Mobility.

The program, called the Alkali-silica reactivity Program (ASR), is mandated by Congress with a goal of reducing premature damage to concrete pavements and highway structures.
ASR causes serious economic impact to State transportation agencies because of the need to correct premature failures of highway structures in an environment of limited budgets. The ASR Program will develop and deploy techniques to prevent ASR, and prolong concrete pavement life.
This five-year contract represents the second contract CTL and Woodward have won in a joint teaming agreement.

Washington, DCWoodward Communications has been hired to market a new federal initiative designed to alleviate growing congestion in the nation's transportation system. Transportation congestion is one of the traveling public's top concerns.
The initiative, called Integrated Corridors Management (ICM), is being organized by the FHWA Office of Operations, and implemented at various "pioneer sites" across the country.
Integrated Corridor Management is the coordination of individual transportation network operations among parallel facilities, that creates an interconnected system capable of cross network travel management. For the purposes of this initiative, a corridor is defined as a combination of discrete parallel surface transportation networks (e.g., freeway, arterial, transit networks) that link the same major origins and destinations. It is defined operationally rather than geographically or organizationally.
At this early stage, Woodward will work toward building support for this initiative, at the local level and the national level.
"The biggest challenge in this new effort is that it requires individuals from different transportation agencies in a region to work together toward a common goal—congestion relief," John Boffa, president of Woodward Communications said. "A large part of the marketing effort will be aimed at bringing these people together in positive, cooperative working relationships."

Woodward Completes Video To Expand Understanding of Traffic Detectors

Washington, DCWoodward Communications has created a video to instruct traffic engineers, technicians and repair personnel in the process of installing, repairing and replacing traffic loop detectors.
A loop detector is imbedded in roads at the entrance to intersections to detect the presence of vehicles. The detectors trigger changes in traffic signals, to make traffic flow more smoothly, and reduce delays.
The video focuses on design theory and evolution, and installation and maintenance of loop detectors. It will feature actual installation footage, graphics, voice narration, dynamic backgrounds and music.
Woodward is drawing on a wide range of expertise to develop the video. The work involved creating a storyboard, writing the script, and taping and editing the final video.
The video is close-captioned and compliant with Section 508 of The Americans With Disabilities Act.

Lisa Pope, an 11-year employee, has been promoted from Senior Writer to Publications Supervisor. Ms. Pope is managing editor of Focus, the monthly newsletter of the Federal Highway Administration (FHWA), and also oversees a variety of writing and editing projects for FHWA and the Transportation Research Board.

The publication is the first portable guide of all crash-tested and approved bridge rails in the United States. The bridge rail guide provides bridge engineers with a comprehensive compendium of the approximately 200 different bridge rails in use across the country. It contains photos, specifications, costs, contact information where each type is in use, and plan drawings.
Bridge rails are made of timber, steel, concrete and stone. The goal in producing this guide was to gather all the facts and photos in one place, to help bridge engineers make better informed decisions. The project was a joint effort of the California Department of Transportation and FHWA.

Attendees will discuss bridge foundations which lack data on the depth of the foundations, the nature of the river bed the bridges cross, and how solid the bridge footing is.
"It's a risk management conference," an FHWA spokesman said. "The goal is to improve safety."

Washington, DC The Prince George's County (Maryland) Department of Public Works and Transportation has hired Woodward to edit its county specifications manual.
The manual, which is more than 700 pages in length, sets the parameters for all work done on the county's transportation infrastructure. It is a vital tool for contractors performing work for the county, and is designed to ensure uniformity in the quality of all work done on the county's transportation system.
The manual, which is five years in the making, contains both text and graphics. It is the first specifications manual written by the county's transportation engineers. After its final edit, it will undergo a review by the county council this October.
This work is being undertaken through a contract with EBA Engineering in Baltimore.

Woodward To Develop New Online Weather Site

Washington, DC The Turner-Fairbank Highway Research Center in McLean, VA (TFHRC) has hired Woodward to create an online weather site which will display, in real time, atmospheric information gathered from the research center's new weather station.
Data from the TFHRC weather station will support Federal Highway Administration (FHWA) research on road weather management and weather information systems for highway applications. The station, mounted on a 9-meter (30-foot) tower, includes sensors for wind, temperature, barometric pressure, and visibility. The station also includes a global positioning system (GPS) surface observing system.
The data from these systems will be used to support research into advanced traffic models, designed to achieve a more accurate representation of vehicle performance and driver response to weather.
In addition to FHWA, the National Oceanic and Atmospheric Administration (NOAA) and other organizations that require current weather information will have access to data gathered by the new weather station. NOAA's Forecast Systems Laboratory, for example, will use the data to improve the accuracy of weather forecasting and climate monitoring. Using the GPS surface observing system, NOAA will contribute to national weather models by compiling data on precipitable water vapor. The addition of the TFHRC weather station data to NOAA's Forecast Systems Laboratory will help increase the accuracy of the NOAA forecasts. It also will give NOAA a back-up station in the Washington metropolitan area. The other station with similar capabilities is at The Naval Observatory in Northwest Washington.
"Turner-Fairbank is making a great contribution to the accuracy of weather forecasting, while providing additional data for use in enhancing highway safety," John Boffa, president of Woodward Communications said. "The online site will enable anyone to view the forecasting data from Turner-Fairbank."
The site is expected to be online during the summer of 2005.

LTAP's mission is to foster a safe, efficient, environmentally sound transportation system by improving the skill and knowledge of local transportation providers through training, technical assistance and technology transfer.
Woodward will manage the entire survey, including the development of questions, survey mailing, tabulation and analysis of responses, and publication of the final survey report. The report will be presented at the 2006 Transportation Research Board annual meeting next January.

Washington, DC Woodward Communications President John Boffa was a featured speaker today at the Transportation Research Board Annual Meeting here. Mr. Boffa spoke at a session titled, "Communication for Research Managers and Administrators."
Mr. Boffa explained to the audience of researchers "The ABCs of Marketing."
"The letter A stands for audience, B stands for benefits, and C stands for communications vehicles," Mr. Boffa said. "All marketing begins with an analysis of the audience you are trying to reach. Then, you have to take an inventory of the benefits of that research so you know how to sell the research to your audience. Finally you need to choose the right communication vehicle—a newsletter, a column in a trade publication, a fact sheet—there are many ways to communicate."
Mr. Boffa said a good audience analysis will determine which communications vehicles to use to reach the audience most effectively.
Researchers are not promoters by nature. However, effective promotion is essential if research is going to be funded, and implemented, Mr. Boffa said.

Woodward Producing First Annual Report
of Turner-Fairbank Lab Assessment Program

Washington, DC Woodward is producing the first annual report detailing the accomplishments of the Lab Assessment Program at the Turner-Fairbank Highway Research Center in McLean, VA.
As part of its commitment to continually reevaluate the effectiveness and efficiency of its operations, TFHRC set about in FY 2003 to establish a lab assessment process that would utilize external, independent evaluators from industry, academia, and government. A pilot assessment of the Human Centered Systems Lab was conducted that year. Following evaluation of the pilot, FHWA developed a plan for the ongoing, full-scale Lab Assessment Program that is described in this report and conducted assessments in FY 2004 for three additional lab programs: Asphalt, Hydraulics, and Traffic Research.
Woodward is writing, editing and designing the program's first annual report. The report outlines the program's goals, criteria, and process. It summarizes the results of the first four lab assessments and outlines efforts to meet the challenges raised by the assessment process.
The Lab Assessment Program is managed by the TFHRC Office of Program Development and Evaluation. Assessments are carried out by independent expert/peer review panels on a periodic cycle. The reviewers evaluate the relevance, quality, and performance of research at TFHRC; submit a written report of observations and recommendations; and meet with lab and program management to convey their findings. Modeled after similar programs at the National Institute of Standards and Technology and the Army Research Labs, RD&T's assessment program also incorporates elements of the State department of transportation (DOT) research peer exchange process.
In addition to producing the first annual report, Woodward is providing ongoing staff support to the Lab Assessment Program which draws on Woodward’s full range of expertise.

Washington, DC Woodward will manage four workshops this summer designed to educate transportation and air quality stakeholders about changes in the Clean Air Act.
The workshops are about modifications to the Transportation Conformity Rule. Woodward will assist the Office of Natural and Human Environment, FHWA by scheduling and providing logistical support for up to four workshops on the conformity rule revisions, facilitating the agenda of the workshops, including speaker attendance; capturing any questions and discussions that take place during the workshops that are not part of the prepared materials, and providing a summary of the workshops to FHWA.
Transportation conformity is a provision of the Clean Air Act and is a way to ensure that Federal funding and approval goes to those transportation activities that are consistent with air quality goals. Conformity applies to transportation plans, transportation improvement programs (TIPs), and projects funded or approved by the Federal Highway Administration (FHWA) or the Federal Transit Administration (FTA) in areas that do not meet or previously have not met air quality standards for ozone, carbon monoxide, particulate matter, or nitrogen dioxide.

Woodward Creating Video To Expand Understanding of Traffic Detectors

Washington, DC The Federal Highway Administration (FHWA) Office of Operations has hired Woodward Communications to create a video to instruct traffic engineers, technicians and repair personnel in the process of installing, repairing and replacing traffic loop detectors.
A loop detector is imbedded in roads at the entrance to intersections to detect the presence of vehicles. The detectors trigger changes in traffic signals, to make traffic flow more smoothly, and reduce delays.
The video will focus on design theory and evolution, and installation and maintenance of loop detectors. It will feature actual installation footage, graphics, voice narration, dynamic backgrounds and music.
Woodward is drawing on a wide range of expertise to develop the
video. The work involves creating a storyboard, writing the script,
and taping and editing the final video.
The video will be close-captioned and compliant with Section 508
of The Americans With Disabilities Act.

The CD, to be released late spring, will contain games students can play which will help them understand how a road is built, and what types of professions are involved in road building. There are nearly 20 professions involved in road building beyond highway engineers and planners. These professions include biologists, archeologists, designers, project managers - many professions not immediately associated with road building.
The goal of the CD is to introduce students to road building and the careers which are associated with it at any early age.

Concrete Pavement Technology Program Chooses Woodward To Promote Its Efforts

Washington, DC The White House Area Transportation Study Steering Committee has selected Woodward Communications to manage its meetings, and public outreach activities.
The work was awarded to Woodward through its GSA Marketing, Media and Public Information Services contract.
Woodward will, over the next two years, manage all meetings of the steering committee as it works to achieve consensus about the redesign of Pennsylvania Avenue in front of The White House. Woodward will also provide public outreach support to build involvement in the process.
This is an important undertaking, as security and design considerations are weighed against each other, John Boffa, President of Woodward Communications said.
We look forward to assisting the committee as it works to achieve its goals.
The work will commence this October.

Woodward To Manage Canada/US Border Data Conference

Washington, DC Woodward has been hired to manage the Canada/US Border Data Policy Conference. The conference will be held October 28-29, 2003 in Port Huron, Michigan.
The purpose of the conference is to discuss sources of border-related transportation data; gaps in existing data (if any); ways to go about filling those gaps; data collection and analysis; The Canadian National Roadside Survey and its possible implications for the border, and TEA-21 reauthorization and its possible implications for the border.
Conference participants will include representatives from the following organizations: Transport Canada, US Federal Highway Administration, US Bureau of Transportation Statistics, StatsCanada, Infrastructure Canada, State Departments of Transportation along the border, Canadian provincial governments along the border, and local governments on both sides of the border.

Woodward Hired To Develop Report
Addressing Transportation in Yellowstone National Park

Washington, DC The Western Federal Lands Division of the Federal Highway Administration (FHWA) and Yellowstone National Park have hired Woodward Communications to produce a report on the 80-year collaborative relationship between the park and those who maintain its road system.
Over the past 80 years, Yellowstone National Park and FHWA have enjoyed a strong partnership aimed at providing public access to the park, while being sensitive to the preservation of the park's natural environment. The application of context-sensitive solutions has played a major role in the evolution of this relationship.
This will be an outstanding document, using new photos, historic photos, drawings and text, John Boffa, President of Woodward Communications, said. One of our staff members will be on site in the park this summer to gather the necessary information.
Woodward has also been hired to produce a companion brochure to be used in marketing the report.
Both documents will be published this fall.

Ms. Ahlstrom, who has been with the company for two years, has managed

New Program Facilitates Understanding of Manual on Uniform Traffic Control Devices

supporting the Federal Highway Administration (FHWA) in a national
effort to facilitate understanding of the Manual on Uniform Traffic
Control Devices (MUTCD).
The new effort is called the Peer-to-Peer program on Traffic Control
Devices (P2P TCD).
The P2P TCD provides a way for transportation officials to get answers
to their questions about signage, lighting, roadway markings, and
more. The program is expected to create a dialogue and foster a
team spirit among transportation community professionals, ultimately
contributing to improved safety and mobility throughout the Nation's
transportation system.
Woodward wrote and designed two brochures in support of this effort,
created a new page on the MUTCD web site, and placed articles about
the program in 10 professional publications.

completed the editing and design of the Conditions and Performance
Report, the Congressionally-mandated document that reports on
the status of the nation's highways, bridges and transit systems.
The report, approximately 500 pages long and containing nearly 200

This report offers a comprehensive, factual background to support
the development and evaluation of legislative, program and budget
options at all levels of government, Transportation Secretary Norman
Mineta said. It also serves as a primary source of information
for national and international news media, transportation associations,
and industry. This report consolidates conditions, performance and
finance data provided by States, local governments, and transit
operators, to provide a national level summary.
The report has been sent to the Government Printing Office. Woodward
Communications is also developing an online version of the report,
which will be available in the near future.

Woodward Completes First Stage of Marketing SafetyAnalyst Software

marketing team has completed the first stage of a five-year marketing
campaign to launch a new safety software program, SafetyAnalyst.
The revolutionary new software program will enable transportation
engineers at all levels of government to produce site-specific solutions
to highway safety problems. The software analyzes data about highway
locations with specific problems, and produces countermeasures aimed
at solving the problems.
SafetyAnalyst will be unveiled Monday, January 13 at the annual
conference of the Transportation Research Board here in Washington.

The marketing work is being done under a five-year contract with
the Midwest Research Institute in Kansas City.
The first phase of the marketing effort involved naming the software,

Woodward Producing National Bridge Rail Guide;
CD and Printed Version In Development

producing the first portable guide of all crash-tested and approved
bridge rails in the United States. The guide, in CD and print version,
should be available this spring.
The bridge rail guide will provide bridge engineers with a comprehensive
compendium of the approximately 200 different bridge rails in use
across the country. It will contain photos, specifications, costs,
contact information where each type is in use, and plan drawings.
Bridge rails are made of timber, steel, concrete and stone.
Our goal is to gather all the facts and photos in one place, to
help bridge engineers make better informed decisions, John Boffa,
president of Woodward Communications said.
The project is a joint effort of the California Department of Transportation
and the Federal Highway Administration.
The project is headed up by Cindy Ahlstrom, Director of Operations
at Woodward Communications.
