<![CDATA[<p>]]><![CDATA[<b>Washington, DC—</b>]]>Woodward has been hired to produce a report summarizing the accomplishments of the Federal Highway Administration’s (FHWA) Long-Term Pavement Performance Program (LTPP).<![CDATA[</p>]]>

<![CDATA[<p>]]>The report will be titled, "Long-Term Pavement Performance Program, Accomplishments and Benefits, 1989-2009."<![CDATA[</p>]]>

<![CDATA[<p>]]>The LTPP is the largest pavement performance research program ever undertaken, gathering data from 2,000 pavement test sections over a 20-year test period. The FHWA has operational responsibility for the studies and maintains a resource web site for current and historical information.<![CDATA[</p>]]>

<![CDATA[<p>]]>With two decades of data collection and analysis now available, valuable insights, innovations, and products are expected to emerge from the LTPP studies in the coming years.<![CDATA[</p>]]>

<![CDATA[<p>]]>SafetyAnalyst is a set of software tools developed to analyze accident patterns on roadways, and recommend changes to the roadways or signage to reduce accidents. The program was originally developed with funding from the Federal Highway Administration, and now is being managed by the American Association of State Highway Transportation Officials.<![CDATA[</p>]]>

<![CDATA[<p>]]>Twenty-seven states in all parts of the country are using the SafetyAnalyst software tools.<![CDATA[</p>]]>

<![CDATA[<p>]]>Woodward was involved in the original branding of the software tools, including the selection of the name (SafetyAnalyst) for the program.<![CDATA[</p>]]>

<title>Woodward Producing Case Study On Airport Development Issues</title>

<![CDATA[<p>]]><![CDATA[<b>Washington, DC—</b>]]>Woodward is producing a new Legal Research Digest, "Case Studies on Community Challenges to Airport Development."<![CDATA[</p>]]>

<![CDATA[<p>]]>The digest looks at challenges from municipalities and community groups seeking to modify or prevent airport expansion and development. For example, there have been challenges to expansion at Chicago's O'Hare Airport and California's Burbank/Glendale/Pasadena Airport. Many of the challenges are based on environmental issues under such legislation as the Endangered Species Act, National Historic Preservation Act, the Clean Air Act, and the Clean Water Act. Other challenges are based on state and federal constitutional and local land use issues. The digest is intended to convey the strategies used by the Federal Airport Administration and airport proprietors to address these community challenges, identifying strategies that have both succeeded and failed.<![CDATA[</p>]]>

<![CDATA[<p>]]>The digest should be useful to airport attorneys, environmental specialists, managers, planners, administrators, real estate specialists, zoning experts, and project development specialists. It will be distributed to transportation agencies, airports, law firms, law libraries, and universities, among others.<![CDATA[</p>]]>

<![CDATA[<p>]]><![CDATA[<b>Washington, DC—</b>]]>The Turner-Fairbank Highway Research Center in McLean, VA has hired Woodward to design an assessment to determine future uses of the facility’s laboratories.<![CDATA[</p>]]>

<![CDATA[<p>]]>Turner-Fairbank provides the Federal Highway Administration and the international highway community with advanced research and development related to new highway technologies. The research focuses on providing solutions to complex technical problems through the development of more economical, environmentally sensitive designs; more efficient, quality controlled constructions practices; and more durable materials.<![CDATA[</p>]]>

<![CDATA[<p>]]>The research is done in 24 laboratories at Turner-Fairbank. The laboratories were built to support the construction of the interstate highway system. Now that the system has been built, and highway engineers focus on maintaining the system, the future needs for the laboratories must be determined. Some laboratories may no longer be needed, while different types of laboratories may be needed to meet current and future research needs.<![CDATA[</p>]]>

<![CDATA[<p>]]>Woodward will produce a 20-page report recommending the process for evaluating the laboratories.<![CDATA[</p>]]>

<![CDATA[<p>]]>This report will be written after consultations with key Turner-Fairbank personnel, to understand better their needs and goals.<![CDATA[</p>]]>

<![CDATA[<p>]]>Large organizations often ask for logo style guides when they expect multiple uses for a logo. These guides help users understand how to use a logo in different ways and places.<![CDATA[</p>]]>

<![CDATA[<p>]]>The style guide under development by Woodward specifies ideal logo sizes in different applications, permissible colors, and proper spacing of other elements around the logo.<![CDATA[</p>]]>

<![CDATA[<p>]]>Woodward has extensive experience developing logos,  as part of branding organizations and programs. However, once a logo is completed for the customer, many questions often arise from different employees  when they go to use it. The style guide is a reference tool that stays with the organization to help answer these questions as they come up.<![CDATA[</p>]]>

<![CDATA[<p>]]><![CDATA[<b>Washington, DC—</b>]]>The Transportation Research Board has hired Woodward to produce its  newest Legal Research Digest: "Legal Handbook for the New Starts Process."<![CDATA[</p>]]>

<![CDATA[<p>]]>This digest provides information on the “New Starts” program, which began in the 1970s as part of an effort to provide federal funding for public transportation, including major capital investments in fixed guideway public transit systems. Now administered by the Federal Transit Administration, the program has grown significantly over the years in terms of funding and complexity.<![CDATA[</p>]]>

<![CDATA[<p>]]>The digest looks at the history of the program, the project evaluation and rating process, and different project phases, such as preliminary engineering and final design. Also covered is the new "Small Starts" program, which was created under SAFETEA-LU for projects with a federal share of less than $75 million and an overall project cost of no more than $250 million.<![CDATA[</p>]]>

<![CDATA[<p>]]>The handbook is designed for transit attorneys and managers, legislators, civic leaders, and other transit supporters. <![CDATA[</p>]]>

<![CDATA[<p>]]>Through this project, Woodward will write approximately 40 documents describing projects awarded under EARP. Woodward will produce the documents by reviewing the statement of work for each project, and interviewing the technical experts in each project. In addition, Woodward will write and develop articles and brochures describing the program and projects awarded under EARP.<![CDATA[</p>]]>

<![CDATA[<p>]]>EARP is a research program mandated by Congress, with a focus on anticipating future transportation needs. <![CDATA[<p>]]>The publication is part of the Legal Research Digest series, prepared under the Airport Cooperative Research Program, which is sponsored by the Federal Aviation System.<![CDATA[</p>]]>
<![CDATA[<p>]]>The digest looks at the legal principles affecting airport governance and the advantages and disadvantages of various governance structures for airports, including city-owned, State-owned, regional/airport authority, single-county, and multiple jurisdiction ownership.<![CDATA[</p>]]>
<![CDATA[<p>]]>The digest analyzes numerous projects where airports were transferred from one form of governance to another and determines the legal problems encountered during these transfers. <![CDATA[<p>]]>Asset management is a business process and a decision-making framework that covers an extended time horizon, draws from economics as well as engineering, and considers a broad range of assets. The asset management approach incorporates the economic assessment of trade-offs among alternative investment options and uses this information to help make cost-effective investment decisions.<![CDATA[</p>]]>
<![CDATA[<p>]]>The first brochure will explore multi-sector asset management. Multi-sector asset management offers established approaches for communities; in systems monitoring capabilities, information handling, and advanced decision support systems that can function across service sectors (e.g., water, wastewater, highways, airports, mass transit).<![CDATA[</p>]]>
